To prevent dust and moisture to enter into the ball bearings.

Before inserting the bur slide one of the rubber dust caps over the shaft of the bur. The distance between the rubber dust cap and the hand set is about the thickness of a nail. The bur theb needed to rotate freely without the dust cap touching the handset.
